Project #: 5022-Y-0513 Contract Administrative Services for Design Build Construction Contract 2023-5001. Rehabilitation of Highway 17 from Nestorville Easterly 33.3 kilometres including Replacement of MacBeth and Ladoucer Creek Culverts and Rehabilitation of Harris Creek Culvert.
This assignment requires Contract Administration services for Design-Build Contract 2023-5001. The project is located on Highway 17 from 4.0 km west of Lake St (Thessalon) easterly to Highway 546 (Iron Bridge), Ladoucer Creek Culvert (38S-0363/C0), MacBeth Creek Culvert (38S-0376/C0) and Harris Creek Culvert (38S-0201/C0) and includes Grading, Drainage, Granular Base, Hot Mix Paving, Structure replacement, structure rehabilitation.
The Ministry is currently conducting a two-phase procurement model following the Design-Build (DB) process for the design and build phases of the project. It is anticipated the DB procurement will be completed by mid-March 2023 with detailed design to commence in early April 2023 and continue to Design Complete Presentation in early 2024. Construction activities are expected to commence in May 2024 and be completed in Dec 2025. Winter shut-down periods are being identified as starting Nov 17 and ending May 31 of any year.
Phase I of this Expression of Interest (EOI) is intended to identify and evaluate Key Project Staff (Project Manager and Contract Administrator) in accordance with the Ministry EOI Requirements - Long Form for Contract Administration.
As a minimum, the Project Manager for this assignment shall have;
• Proven ability to coordinate a multi-disciplinary team on projects of similar size and nature.
• Proven ability to work cooperatively and effectively with a wide variety of interests/authorities including property owners, different levels of government, utility companies and special interest groups as demonstrated on projects of similar size and nature.
• Familiarity with critical path scheduling.
• Authority to act on behalf of the Service Provider’s firm.
• Proven negotiation, analysis, and decision-making skills to develop recommendations on complex matters and to resolve difficult issues.
• Demonstrated experience as a Project Manager in Construction Administration for two (2) or more similar MTO or municipal construction contracts with at least one (1) having had a value of at least twenty million dollars ($20,000,000) and delivered on time, within budget and performed effectively in the role. For each construction contract, clearly state the construction contract number, duration (in months) in the position held by the proposed staff per construction contract to qualify, and the name and telephone number of MTO or municipal contact as applicable. Previous Design-Build experience is considered an asset.
The Contract Administrator is responsible for administering, on behalf of MTO, the terms of the Design-Build contract. The individual cannot be the same as the Project Manager.
Additional experience requirements:
As a minimum, the Contract Administrator shall have:
• Sound knowledge of design standards, OPS Specifications, standard drawings, materials and methods associated with highway/freeway/ATM construction.
• Proven analytical, communication, and negotiation skills.
• Ability to interpret critical path schedules.
• Demonstrated Contract Administration experience as a Contract Administrator or equivalent (i.e. experience managing Construction Administration assignments while employed by MTO), on two (2) or more similar MTO or municipal projects with at least one (1) having had a value of at least twenty million dollars ($20,000,000) and delivered on time, within budget and performed effectively in the role. For each construction contract, clearly state the construction contract number, duration (in months) in the position held by the proposed staff per construction contract and the name and telephone number of MTO or municipal contact as applicable. Previous Design-Build experience is considered an asset.
