This assignment requires Ministry Technical Experts (MTE) and Construction Administration (CA) Services (including Quality Assurance Field Inspection and Testing, including Delivery) for Contract 2021-3004. This project is located on Highway 6 (North)/Hanlon Expressway north of Highway 401 between Wellington Road 34 and Maltby Road in Puslinch Township east of Cambridge.
The Ministry is currently conducting a two-phase procurement model following the Design-Build (DB) process for the design, and build phases of the project. It is anticipated the Design-Builder procurement process will be completed by January 2022. The Detailed Design is expected to commence January 2022 and some elements of Construction are expected to begin in May 2022 with an expected completion date of August 29, 2025.
The construction involves grading, drainage, granular base, hot mix paving, structural and electrical work, through a Design-Build Contract for a new interchange between Wellington Road 34 and Maltby Road in the County of Wellington, City of Guelph, and Township of Puslinch. Some improvements to the local area road network is anticipated, as well as High Mast Illumination and other ATMS works.
The Ministry Technical Expert (MTE) and Contract Administration (CA) services as part of this EOI are a two-part assignment with Key Personnel providing mandatory technical expert services in the Detailed Design (DD) phase and Construction Administration (CA) services in the construction phase. This assignment requires the successful proponent to participate as a Ministry technical expert and provide quality assurance services on behalf of the Ministry in the Part A: Detail Design process, and also provide traditional Construction Administration services for Part B: Construction. Construction and Detail Design can be scheduled simultaneously in this assignment.
Mandatory Key Personnel (Project Manager, Quality Manager and Contract Administrator as a minimum) will be expected to draw on previous experiences and be available to participate in the detail design process as Ministry Technical Experts, including but not limited to attending all meetings, review documents, schedules, drawings and specifications, reports and provide written comments or suggestions to improve the overall quality and conformance of the final Issued for Construction Documents. The Proponent’s Contract Administration (CA) Team Services will be required for the construction phase once the construction is underway.
As a minimum, the Project Manager for this assignment must have demonstrated experience as a Project Manager on 4 or more similar MTO or municipal construction projects or equivalent with at least 2 having a value of at least $10,000,000.00. Previous Design-Build CA experience is considered an asset.
As a minimum, the Quality Manager for this assignment must have demonstrated experience in the role on 4 or more similar MTO or municipal construction projects or equivalent with at least 2 having a value of at least $10,000,000.00. Previous Design-Build CA experience is considered an asset.
As a minimum, the Contract Administrator for this assignment must have demonstrated experience as a Contract Administrator on 4 or more similar MTO or municipal construction projects or equivalent with at least 2 having had a value of at least $10,000,000.00. Previous Design-Build CA experience is considered an asset.
Speciality services for Environmental Monitoring, Structural (general inspection, steel Inspection, NDT testing, and steel coatings), Precast Inspection, Foundations, ATMS and Electrical will be as required to meet the MTE and CA requirements during this assignment. Qualification requirements regarding the specialty services will be provided to short-listed EOI proponents in the Request for Proposal (RFP) stage of procurement.
